N400 question about detention

we are ready to file our N400 and in the new form part 11 item 23, it is asking about arrested, cited and or detained... and want to get some guidance how to answer this one.

My wife once got deny entry to USA like 20 years ago and her B1/B2 VISA got revoked right on the spot and she got turned away back to HK the same day due to mis-representation. Using a B1/B2 VISA for a short vocational English course.

I don't believe this situation is considered as "Arrested, Cited and or Detained" but my wife got a different opinion. Question, what should we do on this case?
 
I don't think that counts as "Arrested, Cited and or Detained".

But during the green card process there would have been a question about having been refused entry to the US. She should have answered YES to that, otherwise she could have a problem if they review her green card paperwork and find that discrepancy (yes, they sometimes look back at papers filed during the green card process or even before).
