(MS + 0 experience) is level 1 or level 2?

Hi,
SWA has been determined the prevailing wage as level 1 for MS + 0 experience. Should that be level 2 wage for MS + 0 experience in order to qualify EB-2 category?

Whats the job title that you have.. job and job title is more important than ur qualification
 
whats the education required on the PWD form ?
Is it MS in Civil engineer with 0 yr exp ?
What is the O*net code that SWA determined ? This should be there on ur PWD form.
 
Yes it is MS in Civil engineer with 0 yr exp.

O*net code is not given in PWD form. The occupation code was given as 17-2051.1.
 
i think SWA has messed it up.. should be level 2 and not level 1 in my opinion. Which state is this ?
