Management consultant - Can't be full time?

Hi,

I have a bachelor degree in Business administration, major in Finance (which is stressed only on transcript). But I have experience in Business Analysis, which I want to use to apply for Management consulting category TN status. However, I read that the employee can not be full time of the company, only Independent contractor. Is that true? How about if I want the benefit packages. Any help would be very appreciated.
 
MC is supposed to be considered "extranumerary", meaning that the position is not one permanently in the org chart, but one can be an employee. And since TN is temprorary too, there is no problem being hired full-time for this temporary position.
