I guess why INS doing LIFO is because some officers who is not
doing their work or doing their work slowly. So it is just like
a lucky or not. IF you have a good officer who is hard working, you
are lucky to have your case approved earlier than others whose ND
is well before your case. If your case is slow you are unlucky.
