J2 visa stamping without J1 having stamped

Hi,

My wife (on J-1) and I both did a COS to J1/2 from within the US and for a multitude of reasons were not able to travel back to India to get a visa "stamped" in our passports. Our status is still valid and I also have an EAD.
Now I need to make a business trip to European country (not my country of origin) and am planning to get my visa "stamped" there.
1) I have an appointment at the US consulate in this country and no objections were raised for me being able to get my visa there, despite indicating that I am actually not a resident of that country. Will getting a visa stamped in this country be an issue?
2) My wife (J-1) has not had her visa stamped. Can I get my visa stamped before she does?
3) Will I need to provide evidence that I have strong ties to my country of origin (e.g. parents, property, etc.?)
