Imp: Conversion To F1 Inside The Us

Hi,
I plan to apply for change of status from J1 to F1. However, I am currently in CA and plan to join the univ in TX in another 1 month. I am applying right now for change of status. Will I apply in CA service center or TX service center? If in CA (i\'ll be residing in CA for 1 more month), then do I need to send a change of address request to CA center after 1 month?

Its urgent so please help

you need to apply in texas. It does not matter where you stay, but it is where you want to go to.
