If visa is rejected in Mexico, Is it possible to re-enter USA?

I got an approval for change of status from INS for H1B to F1. My previous visa is H1B which is valid up to Dec\'2002. If I go to Mexico on this status, to attend for F1 visa. What is the probability that I will get F1 visa in Mexico and what are all supporting doc\'s required for it. What if F1 visa is rejected, can I come to US on H1B visa which is valid up to Dec\'2002.

Please provide info ASAP. I\'m planning to go India next month.
 
nope you will not be allowed to come back in becos you would have filed for another class
