I-130 Spouse Photograph

The help file in the USCIS website for filling I-130 says "You must submit two identical color passport-style photographs of yourself and your spouse (if he or she is in the United States)"

I guess this is a new rule where you don't have to send the photo of spouse if he/she is not in the USA.
Can someone confirm this?
 
You still have to send in photos even if the applicant is overseas with names written on the back of the photos.
