I-130 or DS-117? best way??!

Hello folks,
I already shared my problem on a previous thread, I came to my country of origin to spend 1 month of holiday, before 4 months of the expiry date of my conditional green card, but after that my husband took my documents when the expiration date became near, and refused to give them back.
After that he changed his mind and we filed I 751 on May 2014 and they sent me a I797 extension of 1 year, he mailed it to me but unfortunately it was lost. So I couldn't re-enter USA since last august 2013
Now it's been one year for me remaining outside the US.
The US embassy here told me that I must file an SB-1 Visa, I tried to make a search on internet I found out that re-immigrating me is the best way.
I want to know if somebody knows the quickest way and the best way of filing again, is it re-immigrating me by filing the I-130 ? or by filing the DS-117 ?
and which way is more guaranteed to qualify a visa.
I already mentioned to the US embassy in my country that my husband took my documents and he forced me to not travel back, is it a negative point for filing the I-130 ?

shall I continue with applying for SB-1 or for I-130 ?
