My question for you is, can a US citizen marry someone who is refugee in other country. What is the best way to do this process? Meaning would it be easier to get married in US or in the other country. Also is it better to start the I-130 process at the embassy to speed the process? If it is how long the US citizen have to be in the other country in order to do this process. I am asking this for a friend of mine so please help and give me your input on this matter.
