I know people on H4 Visas are not entitled to a Social Security Number and are not allowed to work in the US.
Can they open a business, let's say a corporation and make money out of that? What about work as an independent contractor?

No they cannot earn profit from a business or can work as independent contractor. They can "volunteer" to work for free.
