H4 refused for 214(b) - first cousin marriage, but we are not first cousins

My wife attended an H4 interview at Delhi (India) consulate on June 12th. Her visa was refused for 214(b) - first-cousin marriage is prohibited in Illinois; For further consideration, I need to provide evidence to move to and live in a state where first-cousin is permitted.

But we are not first cousins, our grandparents are different. We have a common great-grandparent, so we are second cousins. My mother's father's name and my wife's father's name are the same. The Visa officer specifically asked about my wife's relationship with my mother. My wife used a translator for this interview, but something got conveyed wrongly and her visa got refused.

I am going to apply again, now what are the documents I need to provide to prove that we are not first cousins? What kind of document will be accepted by USCIS?
