Central America is desperate for tourist dollars and gringo retirees. If you can prove you have a monthly Social Security or pension check, and/or will create a job for one of their citizens, you can get pensionado or permanent resident status pretty easily.

Every time one country in the region makes it a little tougher to immigrate, the other countries amp up their efforts to siphon off the gringos for themselves. Panama and Nicaragua, for example, are battling each other to siphon off Costa Rica's gringos. El Salvador is rolling up its sleeves and getting ready to join the fight.

Belize is siphoning gringos out of Mexico. Guatemala and Honduras are just too poor to really make much of an effort, but they would if they could! Honduras tries to make up for it by cashing in on gringo border crossings as they head southward. (That's one road trip I will *never* take!!!)
