Following a lottery winner as a spouse.

If the kids join the principal DV lottery winner to apply for immigrant visas at a U.S. Embassy in North Africa, and the spouse is unable to join them due to work commitment in the UK. Would the spouse be able to apply for the same immigrant visa in London say a month or two later and if so, what is the usual procedure and paperwork required? Thank you.
 
Depending on the PA's CN and when the PA becomes current/get scheduled, the spouse may actually end up loosing out and may not have enough time to get processed before the end of the FY especially if the CN is high. It is better for the spouse to do whatever he/she can to attend the interview with the PA and the children.

The procedure for doing what you've suggested would be for the case file to get transferred from the embassy in NA to the UK following a successful completion by the PA. However there's no guarantee as to how soon the case file gets transferred from NA or when the spouse could possibly get scheduled for an interview in the UK.

my husband won the 2015 DV lottery and we will be current on June EU307**, but when he applied on October 2013 we weren't married yet.
We got married on January 2014, (4 months before he won the lottery).
Do you think it will be necessary to bring additional docs like photos or other things to prove the genuinity of our marriage?

It won't hurt to have them just in case, but if you got married before selection it's unlikely there will be any questions about the authenticity of the marriage.
