Can a US Citizen child of 16 years of age claim his mother who is in the USA with a TPS(Temporarily protection Statue)?

I don\'t see why not. Given that even US citizens residing abroad can file immigration petitions for their spouses, someone residing in the US, albeit in one of its unincorporated territories, should certainly be able to file such a petition. I believe there is an INS office in St. Croix. You may be able to collect the appropriate forms and information from there.
