F1 application accepted- College refusing to mail I20

I have applied for MBA program under international students category and my application has been accepted by the University.

But the university is now blatantly refusing to send the I-20 to me, claiming that by the time I get all my visa processing done, I will be late for the start of school.
Even after me informing that I would bear the expense for sending the document in an expedited courier service instead of the regular airmail, they are not agreeing to send the document.

The delay was caused at the graduate department and now the international student services blames me for not applying earlier even though I submitted my application ahead of time.

The school has a intake only for Fall semester and this is how they respond.


Let me know if there is any way I could force the school to send the I-20.
