Dependant Major Children (H4/F1) when filing I-485

Hi,

Can any one help to clarify the following:

1) Can we include Major Children (above 21 and below 23 yrs)
either on H4 or F1 Visa, when filing I-485 along with Spouse?

I understand that US Govt., has recently relaxed rules to include
major children under aging-out criteria.

Suggestions and information is appreciated.
