Delay due to discrepancy in DOB on Indian Passport

My dad has a discrepancy on his last Indian passport. His birth date is 1959 on the Indian Passport and his US passport has 1953.

His last passport was issued to him in Emergency because his passport expired before he was going to depart to India for a brief visit. So at that time I think the India NYC Visa Center did not give him the proper passport.

Now he has previous Indian passports that show his correct birthday and also has a School Certificate that has his birth date. His birth certificate also has the wrong date. So what should I do. Travisa NY informed me that I have 11 days to return the info before they send me everything back.
