Copies of NORI to consulate OK?

Is it alright to give copies of the NORI to your consulate to forward to the embassy in D.C., or did you need to give the original?

Please let me know your experience, especially if you're Indian - my consulate (Indian) is in Tel Aviv, and since they don't do NORIs they don't know which I need to do (i.e., if Washington requires the originals).
