As a matter of semantics I object to the use of the term "banned", which implies a political motivation. The term is "ineligible".

On the practical level, the question would be why folks born in DV ineligible countries should come to this sub-forum to discuss "get entry to the State with other visa options" matters. Many people you will find here are the ones in the process of their DV application and, more importantly, those who have been selected for further DV processing. In fact, there are other sub-forums on forums.immigration.com and others, where alternative visa options are being discussed intensively. Of course concerning any questions on DV cross-charging, this is the place to be and ask questions!
