Can I apply After waiting 4 years and 9 months after receivng the green card thru job.

I got my GC on Dec 05, 1997.
I will complete 4 years and 9 months of continuous residence by this week.

Do I have to wait until Dec, 05 2002 to meet 5 years requirement?

Can I apply 90 days before that date, which means this week.

Any help will be appreciated.
