Bachelor\'s Degree instead of High School...any harms ?

If a Bachelor\'s Degree transcript is to be submitted in stead of High School\'s, would it do any harm in terms of showing the basic requirements of DV eligibility (high school or 2-year work exp)?
The rule only say "High School OR Equivalent" but never mention one can submit A HIGHER degree than "High School" ! A common sense could tell that submitting a HIGHER degree is fine BUT one will NEVER KNOW what the government people think...bcoz the rule\'s just take vague...

Of course - High School OR Equivalent is a minimum requirement for education.
You have to state on your application the truth.

you already know the answer but.......if they say that the minimum age for buying beer is 18 does that mean that when you are above 18 you can,t buy beer
