Applying for EAD for pending Asylum seeker without government issued I.D.

I have a client applying for EAD while his asylum application is pending. Does anyone know of any waivers/exceptions to the government issued photo i.d. requirement?

Or has anyone been successful at applying for EAD without providing a government issued ID and providing a statement explaining the circumstances surrounding the lack of I.D.?
 
I am not sure this is the right place where an "attorney" ask forum members about issues. It sounds to me that this should be the other way around.
In any case, I do not know of any to substitute the photo ID requirement. You need to show your CLIENT ID one way or another.
