Apply to H1B during the HRR of J1

I am in J1. I intend to go back home to fulfill the two year requirement. Can I apply for H1B during the two year residency to speed up the process?

For example, if the two years will end Jan 2007. Can I apply in 2006 so that I can get the H1B as soon as Jan 2007 ends.

you can apply in advance, you just cannot be granted the visa until you have actually fulfiled your HRR.
