I could not find the answer to this question online, so I hope someone here can answer it.
I'm currently on an exchange program at the University of Florida. I'm completing a part of my MA program here, funded by the Dutch government. As such, I'm subject to the two year rule.
After I finish my MA in the Netherlands, I want to apply for a PHD program in the United States. Will I be able to apply for another J1 (or F1) visa, or do I have to get a waiver first?
