Applied for labor while on F1. I Was on H1 before. Does the new bill help me to get H1 for 1 year.?

Hi all,

I am on Fi visa now(H1 expired 11/2 years back and I applied for Greencard and labor was filed 365 days back and is cleared now. Now I am on the I 140 process. Can I apply for 1 year extension according to the new law? When I appled for the GC I was on F1 visa? So can I get a new H1 now for 1 year?
