I wanted to write it again about your article, before quit.

First, it has been the case for many years that technical specifications for the photos have included the size of the photo, instructions about the background and lighting and so on. Additionally the photo submitted is supposed to be RECENT – less than 6 months old. Those are technical specifications. However, whilst the photo validation software can catch an incorrect sized photo it cannot catch, an old photo, one where the eyes are closed, one where the photo is of the wrong person or one where the photo is not even a person – say an elephant. So – some photos can’t be submitted, some will be possible to submit, but may cause disqualification at some point during the process.

They said people would be disqualified, they didn’t say when they would disqualify!

You are saying can, can't, may, i got what you thought but instructions saying:

If your photo(s) did not meet the specifications, the E-DV website will not accept your entry , so you will not receive a confirmation notice.

And about disqualify think,

disqualify meaning is cancelling without evaluation

which disqualifies are at the visa interview is clear, you should read instructions for it.

Yes they can eliminate at visa interview cause of photograph too but it is being evaulated in this category : http://imgur.com/yWIDULX (It's not about did not meet specifications, it's about fraud, dont match etc.)

No. Your points are incorrect. You don't seem to understand what you read, so I am not writing anything more in explanation. I'm sure English is making this harder for you, but really - you just need to accept the result and move on. Or hire a lawyer who will charge you a lot of money to handle your claim. Best of luck with that. I think it would be better to lock this thread as everything has been said and you are just going round and round in circles.
