What will happen if the GC sponsor surrenders his GC?

My father-in-law, who was a green card holder, had applied for my husband's GC under "Unmarried sons/daughters of GC holders" categoty and has obtained a case number (I-130) a few years back. Since that time, my father-in-law has surrendered his GC as he is living in India. Is my husband still eligible to apply for adjustment of status(I-485)? If he applies, can he sponsor himself (affidavit of support - I213A)? Thanks
