F1 to H1

My wife is on F-1 and pursuing her Bachelors. She could have graduated in summer 03 but since she got her F-1 only in march 2003 so we have to wait till 9 months to apply for her OPT. That is why she will be extending her graduation till Dec 03. To do this she will be registering for a one credit hour course which she will finish in October and that will fulfill all of her Bachelors graduation requirement. But her graduating month will be Dec'03.

My question is:
If the college gives a letter that all her graduation requirements are complete in October, then can an emplyer start her H1 process after getting that letter. Or will she have to wait till Dec'03 to get her original degree.

Is the degree required for H-1 processing or just a letter stating she has completed all the graduation requirements is enough.
