Fastest way for a permanent resident's spouse to enter the country

Hi all, This is probably a very common question, but I haven't come across a satisfactory answer yet - Can anyone please tell me what is fastest way for a permanent resident's spouse to enter the country?

The spouse should apply for (and be eligible for) an H1 or L1 visa.

Well, then the person needs to wait for I-130 approval, the Priority Date to become current and apply for CP.

Sorry that answer is not "satisfactory", it is however correct if the person is not eligible to enter in any other status.
