Current timeline at VSC

Hi all
I applied for GC for my father in October 2002 but the application was sent back from VSC stating that it should be submitted to District INS office which was done in November 2002. I havenot heard anything from INS after that. I would like to know
1. when to expect a receipt notice or any sort of number
2. what to do if he needs to travel back to India in the meantime.
3. what is the procedure of advance parole in absence of receipt notice
