How can I find out if it is a law in my state?

I am not sure... I would use a search engine. The following 1997 report by the then attorney general of California and his deputy contains references to various verdicts rendered by the courts in California:

http://caag.state.ca.us/opinions/published/97-416.htm

The conclusion of the two is that it is not unlawful for a parent to spank a child for disciplinary purposes with an object other than the hand; however, the punishment must be necessary and not excessive in relation to the individual circumstances.

Here's something from Arizona:

use http://www.findlaw.com to find statutes of your state.

In majority of states, only certain professional are required by law to report child abuse. but in a few states, anyone is required to report the abuse. I think Indiana is such a state that is why even the sister of Video mom Toogood is also charged witha crime
because she did not report it

Its law or Not, One Should Never Spank a Child

Children must be treated very fairely and No one should every use spanking or any kind of physical abuse to discipline them.

Children doesn't understand what they are doing is wrong or right and hence are not guilty.

But at the same time, Laws should not be restrictive and harsh. Sometime law itself rule against the welfare of a child.

I know one of the case, my friend mentioned to happened in New York with an Indian couple, where a kid got burn with hot iron. Her mom used some herbal ointment and he was all good. A year later, her teacher noticed it, and reported it to police and father was iventually had to go to jain for not taking the child to doctor !!

But as a general rule, we should try to avoid getting into such a trouble.
