I-9 process does allow certain expired documents such as
US passport. But I-551 has to be current. Check out this : http://www.ins.usdoj.gov/graphics/fo.../files/i-9.pdf That is why you need to get a new SSN card after your GC is approved so that you can use a DL and a SSN card to fulfill I-9 purpose.
