GC Lost: Stuck outside US

Hi,
I am posting this question for my cousin. He lost his GC card, passport and the Rentry permit he was carrying with him. Its already been 1 year since he had I-551 stamped on his passport.
He has his SSN#, and knows his Alien Number.
Does he need to present himself in front of the consulate, and what type of documents does he need to carry with him. He has stayed in India for 1 year, his I-551 stamp has now expired.
What are his chances to getting some type of travel document from the consulate?

Go to the nearest US consulate and request a travel letter. It will INS's discretion whether to allow your cousin to reenter the US at POE. If he has a copy of the re-entry permit, then he will probably be fine.
