non-US address change while waiver pending at USCIS

Anyone know how to file an address change if you are not in US while you are applying for a waiver 212 based on NOS.

Here is what happened:
10 July 09: Changed my address at DOS (online plus address form sent by mail as instructed)
28th July 09: DOS sent favorable recommendations to USCIS.

25 sept. Still no news from USCIS so I called to ask about my case, receipt etc. It turns out that DOS and USCIS sent everything to my old address. Got my case number over the phone and now I have to change my address.

To change my address online I have to file an AR-11 form and fill out online address change. However, it only gives you the option to change within the US and I live in Sweden.

Anyone knows how to change the address with USCIS when you are living outside the US?

Should I just file the US form and write on it that I do not live in US anymore?

Since I am to move once more I am thinking about using my brothers address which is permanent. Would that be OK although I am not actually living there?
I really do not want the final decision to be lost in the mail.
