Need Information for My Dad

I would like to sponsor my father for Green Card:
Is it better to sponsor him while he is here visiting us or when he is back home in Pakistan?
How long the whole process takes from start to finish?
After Green Card, would he be eligible to apply for any medical care from state/federal as he is 80 years old and need some sort of insurance?
After Green Card how long before he could apply for citizenship?

Depends. Since he is already 80+ do you want to subject him to travel, food changes etc. If not, take the CP route otherwise you can apply for him while he is here.

How long the whole process takes from start to finish?

For AOS:
Depends on your local USCIS office. anywhere from 4 - 12 months.

For CP: Check the nearest U.S consulate where your father resides.

Don't think so. You'll have buy insurance for him

After Green Card how long before he could apply for citizenship?

4 years and 9 months at the earliest from the date of his GC approval and the whole process of getting citizenship can take an additional year

Since the intent is to immigrate, go the CP route.
