Why USCIS needs to wait for VISA Availability AFTER accepted I-485

Dear Sir or Madam,

I have a question here, and I would like to see if any one has the answer.

I filed I-485 on July 3, 2007, and my I-140 has been approved. Now my I-485 case is outside of normal processing times.

I called USCIS about my case, and then Nebraska center sent me a letter showing that "The Service Center is Waiting for VISA availability".

However, I thought that we shall wait for VISA availability BEFORE I file I-485 but not AFTER I file I-485.

Am I right?
