Should I file an I-824? What should I do

I am a US Citizen. I filed an I-130 for my sister in 1999. I had changed address and apparently a notice of approval was sent to my old address in 2005 and the mail was returned undelivered. I found this out when I tried to check the status of my case last night, thinking it is about time after 10 years. I called INS and was told that the petition of I-130 was approved.

What should I do at this point? The notice of approval was probably sent to National visa center as well? I changed my address online today with INS and also sent out an email to NVC. I tried calling NVC all day but didn't get through. I looked at the visa bulletin and looks like it's processing 1998 applications.

It would cost me $340 to file an I 824 and I am not sure it is necessary.

All help would be appreciated. Thanks in advance.

If the PD isn't current I wouldn't worry about it.
