Email DS3032 question

I will be my parents' agent. The questions I have are:

first, can I send this email instead of my parents because my parents do not speak English.

Second, will a plain text saying that I will be my parents' agent good enough? or I have to attach a scanned copy of DS3032 with my parents' signature?

you might send it as if your parents are sending it..as long as the NVC gets the form with the signature of the beneficiarys and the rest of the details in the text of the email...just remember to put in petitioners dob and name and beneficiarys dob and name in the text of the email...i dont think they would care who sends it

Do we need to put the barcode on top of DS3032 and scan it?
