permanent job for AC21?

Dear experts,

Could you please let me know where in AC21 says that the new employment must be permanent? I am in a situation that the new employer never give permanent job offer to a non-US citizen. It is a government job with 3-year contract renewable for unlimited times.

Any position used in an LC must be permanent, otherwise you wouldn't need a permanent resident. By definition, a temporary job does not meet the "same or similar" criteria, although with the unlimited renewals you might be OK.

Is there any way you can make no mention of the 3-year length in the letter?

My understanding is that AC21 only requires the job duties are similar.

Does EVL has to come from HR or could my new supervisor write it? It is hard to deal with HR but relatively easy to ask my supervisor.
