Lightbulb J1 waiver - Need help from your previous experience !

Hi All,

Thanks in advance to someone who could help me with their suggestions...

Here's my situation:

May '07 --- Came to US - J1(TRAINEE) - in a company at NJ, USA.
March '08 --- Got attestations at NY consulate towards the NORI certificates
March '08 --- Returned back to India to finish studies
April '08 --- Got the case number online, but didn't send documents to DoS
Sep '08 --- Got NORI certificates from all 3 offices from India
Dec '08 --- Came to US in 2nd J1(INTERN) in same company at TX, USA
Jan '08 --- Company agrees to file a H1b in April '09

Here're my queries:

- Is it practicable to get the waiver for the first J1, before April '09?
- Can I send my passport with NORI certificates to NY consulate from Texas?
- Should I generate a new case number mentioning about the second J1 and send the recent documents also to Dept of State? or Can I use the same case number that I generated in March '08?
- Most importantly, Do I need a waiver again for the second J1 visa?

Your thoughts/suggestions would be of immense help to me & also for future J1- NORI applicants !
