He needs to file for your GC. You cannot make this happen.

Depending on his EB category he might not be able to file for a GC for you for a very long time. Your citizen kid doesn't help either. You can try the diversity lottery in the mean time.

How did your husband get his GC ... who sponsored him (his employer? a relative?) and in what category? Depending on the answer to those questions, you may be able to get your GC soon via follow-to-join. Are you inside the US now? If yes, do you have F1 status and when does it expire (I mean when do you expect to graduate)?

F1 or B1 is very unlikely because your husband has a GC, so it will be nearly impossible to convince the immigration officer of nonimmigrant intent.
What is his EB2 priority date? Were you both born in India? The answers to both questions will affect your ability to obtain a green card soon.

That July 2008 priority date cannot be correct; India EB2 with a priority date in 2008 could not have been approved this year. You must be thinking of his green card approval date. The priority date would have been given at the beginning of the labor certification process (or if he skipped that process, it would have been given when the I-140 was filed), and is printed on the I-140 approval notice.
