Fingerprinting AFTER greencard

Hi,

I heard people WITH greencards sometime still need to go for finger printing... Anybody has an idea WHY???

They are either:

people applying for citizenship, or
people whose green cards were approved, but they only have the approval notice or email without having the actual card.
