Please explain "chain" migration

I want to bring my younger brother to the U.S. Can I apply for my parents, who can then apply for younger brother (7 years old) once they have there greencard? Do they have to live in the U.S. or can they stay in their home country until everything is complete?? how does this process work?? Thanks for your time.

To be Permanent Residents of the US, they need to reside here. Little brother is only 7, just file FB4 for him. He's got time to wait.

Hmmm, so basically that would be the only way because my parents cannot come here with him and apply for him here? This is a bit confusing. My parents can come here, as I can apply for them, but my brother cannot? Or can he since my parents will be greencard holders? But we cannot leave him behind, obviously.

Sadly that is how the immigration categories exist today. As a citizen you can sponsor your parents as immediate relatives. Once they have their green cards and take up residence in the US, they can sponsor their son as a dependent. That category is numerically limited and he will need to wait it out.
