upgrading I-130
as i am preparing to file I-485 for my spouse based on my just obtained citizenship, i called 1-800-375-5283 to "upgrade" already approved I-130.
The rep said first send it to NVC I corrected that my spouse is in US so i need to send it to chicago lock box that she agreed.. However she also said they have no access or no system in place to upgrade as such ..that is, there is no upgrading by calling. The way to upgrade is to submit the apps w/ all documents, stating why it is an upgrade. any one knows better? thx all

i did lucy, that's why i am confused.
according to this board, you CAN upgrade by calling (besides sending the paperwork). My experience tells me calling doesn't do anything.

do both. You ALWAYS need to send the paperwork. You can not upgrade without proof. But you can call them to make sure they upgraded it, ask the status, etc.
