Wait period & process to get GC for Sister/parents

Hi,
I recently got naturalized and so am a US citizen. I would like to apply GC for my married sister (including her husband & kids) and for my parents. Can someone guide me to the process? I guess, I need to file I-130 and than wait till it get closer to processing dates.

Also, in this poratal I saw some threads where 10-14 yrs was mentioned as wait period for sister but I checked on USCIS site and that suggests that they are currently 'processing cases with receipt notice date' of Aug 30, 2001 [US Citizen filing for brother or sister]. This would make it to a 6 yrs of wait period. Is there something wrong in my interpretation? Is it based on country or origin?

Yes. Assuming the times remain constant, it will take six years for USCIS to approve the I-130; then your sister will wait another 5-8 years for her priority date to become current.
