Your parents have to call USCIS to upgrade the I-130. Then mail them their Nat. Cert. with your receipt number, requesting upgrade. This way you keep the old priority date and your I-130 will get approved very soon.

Else just file a new I-130 as a USC and pay again.

Thanks a lot. I have my I-130 approved long time back, I think calling them for upgrade would be a better option. Do you have a rough idea of how long it takes for this upgrade to be completed? from the day I sent out the nat cert, receipt number copy.

Calling to upgrate not a best option! Your parents need to write a formal letter to Visa Center, or where your petition F2b is. Make a copy of upproved I-130, copy of Citizenchip Certificate, and send all 3 by Certified mail. They will send you a letter confirming that your petition was upgrated. Good Luck!

if it's at NVC, send a cover letter and a copy of a nat. certificate there, takes a couple of months.

Filing a new I-130 is useless, since the priority date will be new and the waiting will start all over again. Do not tell people to do so.
