Provided you have met Physical Presence and Continous Residence requirements of the Citizenship:
1) You can apply 90 days before your 5th Year Anniv. of the GC (roughly around Aug. 2007)
2) Time for Citizenship depends on the District Office (there are several in Florida) you will be falling under. For instance, currently its taking an average of 3-4 months in LA, Minneapolis while its taking more that 9 months here in Washington DC DO. I do not know about the timelines of DO's in Florida (This is assuming you do not get stuck in Name Check process).

Looks like on March 15th, 2007, they were processing cases from August 12, 2006.
https://egov.immigration.gov/cris/js...ectedOffice=81

So... looks like roughly 7 months for the average case. Of course, these processing times are only "goals" or "estimates" and you can easily take a lot longer (for example if you get stuck in name check hell)

Is it 5 years or 3 years. The following FAQ says it is 3 years.
