US Citizen ==> Greencard for step-mother and step-sister, how?

A US citizen is currently filing for his father and the case has been approved.
Is it possible to include his step-mother and 2-year-old step sister in the application also, or is it too late? Anyhow, what's the fastest way to get greencards for his step-mother and step-sister (currently outside the us).

They can't and couldn't have been included in your father's case. Parent's petition cannot have beneficiaries!
You can apply for your stepmother only if her marriage to your father happened before your 18th birthday. However, it's not a good idea for you to apply for her because the little girl will stay alone (her case would take 12+ years). So, it would be better if your father applies for his wife and daughter, once he gets here. It would still take years, but that's the fastest way.
