filing N-400 while I-751 still pending

Is it possible to file N-400 while the I-751 is still pending?

A friend of mine will be eligible to file N-400 in a month. He filed for I-751 almost a year ago. (he was issued the notice for a 12 months extension). But I heard controversial opinions

of whether he can file the N-400 during the 90 days before the 3rd anniversary even if the I-751 is still pending or he must still wait for the removal of conditions prior to file for N-400.
